Why "report spam" link is not added to every email?

I've noticed lot of messages, that was spam.
But in footer i had:

This message has been scanned for viruses and dangerous content by
E.F.A. Project, and is believed to be clean.

So how user can report it as a spam?

Yes, and sometime's i got link to report, and sometime not.

Can you share any sample headers of one that has the link and one that doesn't (feel free to remove any identifying or sensitive info)?
