Emails Being Sent to CC Address

Hi Not sure of this is a bug

Setup
EFA is filting emails for Domain abc.com, abc.co.uk, doe.com Etc

An external email comes in from joe.blogs@bloggs.com. to john.doe@doe.com. but joe bloggs also CC'd in john.smith@smith.com. and sent the email to john.hancock@hancock.com.

john.doe gets the email but we have noticed emails getting stuck in the postfix que to john.smith and john.hancock and when we look at them we can see the email that was sent

These two domains hancock.com and smith.com are not on our EFA

Why is the EFA trying to send the emails to them?

What does the email that EFA is trying to send to these users look like?

The Message looks like the same message that the recipient Receive including any Attachments

This is very bizzare as the system should ignore CCs.

I just sent a CC address from outside my domain into it and it did not try to relay or send an email to the CC address...
