Can I run the report for a certain user only?

No, but that would be easy to implement.
The /usr/local/bin/mailwatch/tools/Cron_jobs/quarantine_report.php script would need modified to accept a single user...

Yes. If you create a user with the username
username@domainname.com and select that you want to generate reports, that will generate a report just for that email address.
