eFa 4 on CentOS 8 in alpha

eFa 4 on CentOS 8 is in development. This won't be a new version of eFa 4, just the existing version also supported on CentOS 8 installations.

Development builds are succeeding now, but work is needed to eliminate deprecations and changes in CentOS 8.
For devy folks:
