No Spam Messages in Quarantine

Hi,
today Ive changed the notify services for Bad Content and Spam.
After that I realized that Spam-Mails dont be stored at the quarantine anymore.
What do I have to change that the users get an Spam Notify, but the Spam-Mail stays at the quarantine? Now I have no chance to release wrong spam.
