Whitelisted Emails Not Being Delivered - Must Release from Quarantine

Here is an interesting issue.
Just upgraded to 3.0.1.9 this morning, but this has been an issue since I replaced ESVA with EFA last year.
Recipients need to receive emails from a service called GoCanvas. The email domain is added to the Whitelist and EFA recognizes that the domain is Whitelisted (email.gocanvas.com & gocanvas.com). But the email is never delivered to the recipients. The messages are listed when I run a report, and I am able to release them successfully, but the messages do not come through on their own.
Here is a sample of the sender address being identified by EFA:
bounces+48620-eec9-vp=hbcco.com@email.gocanvas.com...
I believe this is the only domain I am having issues with. How can we confirm this is a bug or is there some other recourse that can be taken?
