Spam bounce message sent to everyone in the to field on external domains

I have a customer that received an email sent to 300 or so people, 3 of which are in their organization and 300 or so external other companies,
Anyway EFA bounced it and delivered a spam bounced message to everyone in the "to" field, how can I stop this happening in the future?
the version was 3.0.1.1 and I am in the process of updating to 3.0.1.8 to see if that helps
