What option controls the link 'Report as spam'

Right now I have the 'Report as Spam' link appearing on all users emails.
Is there a way to remove that link from a single domains emails?

It appears that this is a system wide setting and I can't disable this for a single domain.

Check out Option 3 in Spam Settings "Inline Signature Rules"
