Message Quarantine Report no being regularly sent

First question: does the report go out daily even if there is nothing to report?
What exactly does it contain ALL caught SPAM or only SPAm between certain SA scores? (I remember having disabled showing high scoring SPAM in some config file so I was wondering what exactly "high scoring" means in term of the SA score?

Here is my list of users and a filtered list of all sent Message Quarantine Report emails and it looks weird. All users have checked the box "Send Daily Report" and the recipients are being overridden for all but the recipient email addresses are correct.

Any ideas?
