1) Do you have per user mode turned on?

and

2) Are the recipient(s) of those mails defined in MailWatch?

I have disabled Per user scoring and its works as global scoring

It turns out if per user scoring is enabled the user must exist in Mailwatch. I wrongly assumed a per user scoring would check for a differing user score and if not present would use the global score.

Info found here: https://github.com/E-F-A/v3/issues/265
Add an EFA-Configure option to enable this feature. Place a note that any users not in the MailWatch table will not be scanned for spam.
