Sending mail to wrong recipients when released from quarantine

Situation:
Somebody sends mail to many addresses/recipients (say, user1@domain1.com, userA@domainA.com, userX@domainX.org). We are one of those recipients (say, userA@domainA.com).
Our server receives this mail and marks it as spam.
User receives notification from MailScanner that mail is in quarantine.
User releases this mail by clicking link in this notification.
Now user receives the original mail.
Problem:
When mail is released from quarantine, EFA sends that mail to ALL addresses/recipients in that mail (user1@domain1.com, userA@domainA.com, userX@domainX.org). That is wrong. When it is released, EFA should send it only to "userA@domainA.com" in this case.
Is it bug in EFA, or there is something wrong in my configuration?
