Released bad content gets reblocked

Hello all,
My company gets file attachments from government agencies. Some of these incoming emails have attachments that have multiple periods in the file name which the /etc/MailScanner/filename.rules.conf will block. This is really good in most cases, but for the few legitimate emails that get blocked I would attempt to release them, only for them to get reblocked again upon release. I whitelisted the postmaster address which the release comes from, but even that gets blocked.
So for now i have removed the file name rule and allow through all attachments with multiple periods in the file name. However how would i go about enforcing the rules, but allow a released message to go through regardless of what mailscanner found? I have disabled user releases, only i can do it so i trust myself to release legit emails
