Can't release email from the {Spam not delivered} message

I've recently had something happen on my server where users can no longer release messages from the link in the {Spam not delivered} message. Whenever you open a link even thought the mail was just received and hasn't been released previously it goes to the notreleased.html page and says:

Your message has not been released from quarantine.
Our system indicates that this message has already been released once, or the original notification message has expired. Notification messages to release spam expire after 3 days. Your message can be released again by accessing your spam quarantine.

Has anyone else experienced this behavior? I tried searching the forum, but every search I try it just tells me that the terms are to common.
