RBL allow then ignores

I tried searching for this but no results.

I have been using EFA for many many year. I was just looking at the console and I saw 4 emails come through that should have all been spam but 2 were allowed and 2 weren't. What I found was the first spamcop marked, the 2nd doesn't even look like it talked to spamcop, the 3rd was blocked by spamcop and the 4th passed no looking at spam cop. All the emails were from the same sender and 4 different internal address. Is there a way I can delay the email if it hasn't received a response form spamcop or one of the other RBL's?

I am sure there is a setting for this but I am unable to find it...

So it is hitting on every other email?

Is this happening consistently?

Do you have maillog entries that may give us some insight?
