Spam Quarantine Report marked as SPAM

I am having an issue and don't know how to get it resolved. The email comes through and is receives a High Spam Assassin score, it is stored, but I would like to see if I can somehow just forward it on to the end user.

1) The from/to addresses as well as the server are all whitelisted.
2) I've tried to use Mailwatch and train it as HAM (probably not a good idea), since it possibly contains explicit message subjects.

The email in question, is a report of what has been quarantined on another email server, so the message itself may contain all the subjects of the various blocked messages and looks like SPAM itself.

Amy suggestions to push it along without it getting marked as SPAM. I would have thought whitelisting it in every way shape or form would work, but it doesn't.

What does your whitelisting rule look like?

Also, did you restart MailScanner after whitelisting, just in case?

I have restarted MailScanner quite a few times modifying other settings, after I added that whitelist entry, so I know that's not the issue.

The entry was created through the web interface by clicking on the message, then clicking on the link "Add to Whitelist" located down by the From: email address line item. It hasn't worked at all, so I deleted the rule and added one with the server's IP address instead in the FROM section and hope that it will have a different outcome. I will see what happens the next time the message is delivered.

Happy to say that apparently did the trick. Changed the whitelist entry to use the IP address of the server instead of the supplied FROM email address which was automatically used with the "Add to Whitelist" link.
