I did not realize that anything blacklisted does not show up in customers quarantine report.
I had gone into Spamassassin and did some wildcard blacklists of *.stream, and other spammy domain extensions and it does blacklist them, but they do not appear on the quarantine report. Accused a customer of being blind because he was looking for emails from a *.us address and they were clearly blacklisted in mailwatch, but customer did not get those. Further investigation shows no blacklisted emails in quarantine (Spam B/L) ever make it to a quarantine report.
Is there anyway to force those blacklisted spams to be included with the quarantinem report?

That's what blacklisting does.
You want to flag them instead of blacklist them. You can do this with custom SA rules, MailScanner rules, etc. but not blacklist.
