There was no error visible anywhere after the initial installation process.

Downloading the public_suffix_list.dat indeed enabled me to start the DMARC service! I rebooted the server and both OpenDMarc and MSMilter are running fine now. The only thing I see for OpenDMarc is "unable to parse From header field", but this looks normal functionality...

It is great that the service starts, it only leave me with the question why this happened at two installation attempts... Strange.
