new install: EFA not sending emails marked as SPAM anywhere.. The default option is set correctly to notify users

Please could you point me in right direction? This is new E.F.A install, and when it marks an email as SPAM (not high scoring spam), it should be sending an email to a user asking if he wants to release the message. Now, EFA sends all clean emails to Exchange server correctly, but doesn't send any quarantine notifications. So users have to ask me, instead of just receiving an email and clicking on a link. I checked the setting and it show the default is enabled (which is to send emails). What and where else needs to be checked? Thank you!
