Users are complaining that are not receiving emails where they where CC.
I chequed email listing in EFA and the delibered emails in Exchange and when forwarded by EFA , mails only arrives to one or other recipients. Not all of them.
To be clear,
USER A@external.com send an email to B@mydomain.com and C@mydomain.com .... in some cases only B receives the email, in other cases only C receives the email, never both of them.
Any workaround with this _?

I have not seen this behavior before. Can you confirm this on EFA in /var/log/maillog? In other words, can you actually see only one being delivered via the log?

Also, use the exchange mail tracking to find out if the message was actually delivered to the exchange server, and what the exchange server actually did with it.
Anyway, as shawniverson says check your maillog and your maillog will tell you what happened.
