Actually, the answer is yes, you could set up multiple EFAs to do this. Do you have greylisting enabled? This will cause a minimum of 5 minutes of delay on incoming messages...
Also, make sure your EFA has plenty of CPU and memory to process incoming messages. 2 vCPUs and 2GB of ram is default, but may need increased if you are handling high volumes of messages.
