what is the full path ?
sa-learn --restore /root/backup.txt --siteconfigpath=/etc/mail/spamassassin/mailscanner.cf

or
sa-learn --restore /root/backup.txt --siteconfigpath=/etc/MailScanner/spamassassin.conf

both the command failed with same error.

I have with test eFa antispam reproduced the issue.
The problem seems to be the firewall between efa server and dns.
But the query run correctly and i can't see packet bloked in the firewall.

I solved this issue with restore from clear install of efa 4 all config file from the folderrs /etc/postfix /etc/Mailscanner and run the migration (another once) from EFA3 .
Now the antispam run correctly and write the record on Mariadb,
