Just for grins, I did the following:
[root@dardickmailgw ~]# tar -tf /var/www/html/mailscanner/temp/GeoLite2-Country.tar.gz
tar: This does not look like a tar archive
gzip: stdin: not in gzip format
tar: Child returned status 1
tar: Error is not recoverable: exiting now
[root@dardickmailgw ~]#

I did check and just in case regenerated a key.
FYI - there are 2 choices when generating the key. I chose the first one (latest version of MaxMind - >= 3.1.1)

Tried to run update GeoIP Database from MailWatch and got the following...and then never finishes.
Downloading file, please wait...
Download complete, unpacking files...
Also - Software Version shows:
GeoIP Database Version: No database downloaded
