I had a very similar error but my map exists.

I fixed this by editing the permission to 700 and set the dcc_client to se permissive (semanage permissive -a dcc_client_t).

I have followed your instructions but still the same result. The local.cf is ignored by Spamassassin.
There were no errors with the mentioned commands.

I want to build a Spamfilter based on efa, but I´ve been waiting a long time to get a final release of efa 4. So efa 4 is stuck on RC3, so how stable is it?
Or somebody knows a release date for final efa 4?

i would suggest to try one on productions and see what it does.
